What is MRO in government contracting?

For DoD, the 50/50 rule under 10 U.S.C. 2466 requires that at least 50 percent of DoD's depot-level maintenance workload (by dollar value) be performed by government employees at organic depots. This statutory constraint limits how much depot MRO work can be contracted out and requires DoD components to track and report the public-private workload split annually. Contractors performing depot-level work often do so under public-private partnerships where government depot employees and contractor personnel work side by side.

For aviation MRO on military aircraft, contractors must hold Federal Aviation Administration (FAA) repair station certification under 14 C.F.R. Part 145 where applicable, along with Defense Contract Management Agency (DCMA) oversight and compliance with MIL-STD quality standards. Ground vehicle and ground support equipment MRO contracts often reference Army or Air Force technical manuals as the standard for acceptable performance.

For civilian agency facilities, MRO contracts typically reference the GSA's facilities management standards, local building codes, and applicable OSHA regulations. Performance-based contracting approaches are common, tying payment to measurable outcomes such as system uptime percentages and mean time to repair rather than labor hours expended.

Why it matters for contractors

MRO contracting is attractive for its recurring revenue profile: well-performing contractors often retain long-term relationships with agencies managing large asset fleets because switching costs for institutional knowledge and established logistics are high. However, MRO contracts also carry meaningful performance risk. Warranty and liability exposure for work on safety-critical systems - aircraft, medical equipment, nuclear facility components - requires robust quality management systems and clear contractual definitions of what constitutes acceptable repair.

Pricing MRO contracts accurately requires understanding the mix of scheduled maintenance (predictable labor and parts) versus unscheduled corrective repairs (variable demand). Fixed-price contracts for MRO work with high unscheduled demand can expose contractors to significant cost risk if failure rates exceed historical assumptions. Indefinite-delivery contract structures with time-and-materials task orders for unscheduled work are common mitigation approaches.

The U.S. Army awards an IDIQ contract for fleet maintenance of light tactical vehicles at a large installation. Scheduled preventive maintenance tasks are priced on fixed-price task orders using published labor hour standards. Unscheduled repairs are executed on time-and-materials task orders against a not-to-exceed ceiling. The contractor maintains a parts inventory under a government-furnished property arrangement and reports monthly on fleet readiness rates against a contractual minimum of 90 percent operationally ready vehicles.
