What is a Sub-CLIN?

SLINs are numbered as alphabetic extensions of their parent CLIN: 0001AA, 0001AB, 0001AC, and so on. They appear in Section B of the contract beneath their parent CLIN and share the parent's contract type, but each has its own description, quantity, unit price, and extended value. On a T&M IT services contract, CLIN 0001 (Base Year Labor Services) typically contains sub-CLINs for each labor category required: 0001AA (Program Manager), 0001AB (Systems Engineer, Senior), 0001AC (Systems Engineer, Junior), 0001AD (Help Desk Analyst), and so on.

The total value of CLIN 0001 equals the sum of all its sub-CLINs. Invoicing is conducted at the SLIN level, the contractor submits a Wide Area Workflow (WAWF) invoice identifying the number of hours billed for each labor category SLIN at its awarded hourly rate. This granularity allows the government to track which labor categories are consuming funding at what rates and whether the contract is performing within the estimated labor mix.

The RFP's Section B CLIN structure specifies how many sub-CLINs are required and what labor categories they represent. Offerors must price every SLIN in the solicitation, missing a SLIN in the cost/price volume or failing to provide pricing for a required sub-CLIN is a compliance deficiency that can disqualify the proposal or require clarification.

Why Sub-CLINs Matter for Government Contractors

Sub-CLIN management is central to contract financial control. On large T&M contracts with 10 to 20 labor category sub-CLINs across multiple option periods, tracking burn rate at the SLIN level reveals which categories are over-performing versus under-performing their estimates. A SLIN that is approaching its not-to-exceed ceiling before the period of performance ends signals a labor mix problem, either the wrong categories are being used or the original estimate was incorrect. Early detection at the SLIN level allows the contractor to request a contract modification before ceiling violations occur.

CLIN 0002 (Option Year 1) contains six sub-CLINs: 0002AA (Program Manager, 1,920 hours at $185/hr = $355,200), 0002AB (Senior Systems Engineer, 3,840 hours at $155/hr = $595,200), 0002AC (Junior Systems Engineer, 3,840 hours at $115/hr = $441,600), 0002AD (Cybersecurity Analyst, 1,920 hours at $175/hr = $336,000), 0002AE (Help Desk Technician, 3,840 hours at $75/hr = $288,000), and 0002AF (Technical Writer, 960 hours at $105/hr = $100,800). The contractor tracks each SLIN's burn rate monthly to ensure no category approaches its ceiling before the year-end.

Frequently Asked Questions

Can sub-CLINs have different contract types than their parent CLIN?


No. Sub-CLINs inherit the contract type of their parent CLIN. If the parent CLIN is T&M, all sub-CLINs within it are T&M. Mixed contract types within a single award are achieved through separate CLINs with different type designations, not through mixing types within a SLIN structure.

How are SLINs affected by option exercises?


When the government exercises an option period, the option-period CLINs and their sub-CLINs are funded and become billable. The sub-CLIN structure (labor categories, hours per category) is typically identical or similar to the base year structure, with the awarded hourly rates escalated by the agreed escalation factor (often 3% per year). Each option period's SLINs are tracked and invoiced independently from other periods.

What is the difference between a sub-CLIN and an exhibit line item?


Sub-CLINs (SLINs) appear within Section B of the contract. Exhibit line items (ELINs) are used in contracts with extensive data deliverables and appear in Contract Data Requirements Lists (CDRLs) as Section J exhibits. ELINs number data deliverables independently of the CLIN structure. SLINs are pricing subdivisions; ELINs are deliverable tracking identifiers. A single CLIN may reference multiple ELINs in the CDRL while having its own SLIN-level pricing breakdown in Section B.

Can a contractor request sub-CLIN restructuring after award?


CLIN structure modifications require bilateral contract modifications with the contracting officer's approval. Restructuring to add, remove, or consolidate sub-CLINs may be requested when the original labor mix assumption has proven significantly inaccurate or when new labor category requirements emerge that do not map to existing SLINs. Modifications are typically granted when both parties agree the change is necessary to accurately reflect actual contract performance, but they are not automatic, the contracting officer must approve any Section B modification.
