Software as a Service (SaaS) in government refers to commercially hosted software applications that federal agencies access over the internet on a subscription basis, without owning or managing the underlying infrastructure. SaaS represents the most widely procured cloud service model in the federal government because it delivers fully functional productivity tools, collaboration platforms, and mission applications with minimal agency IT investment. Under the OMB Cloud Smart strategy, agencies are directed to consider SaaS before building or procuring traditional on-premises software when a FedRAMP-authorized option exists.

What is SaaS in government?

SaaS in government operates differently from enterprise SaaS in the commercial sector primarily because of security authorization requirements. The Federal Risk and Authorization Management Program (FedRAMP), managed by the General Services Administration, requires cloud service providers to demonstrate compliance with NIST SP 800-53 security controls before their offerings can be authorized for federal use. A SaaS product obtains FedRAMP authorization either through a Joint Authorization Board (JAB) provisional authorization or through an agency-specific authorization, after which other agencies can reuse the authorization rather than conducting independent assessments.

Agencies procure SaaS through a variety of vehicles. GSA's Multiple Award Schedules (MAS) IT Special Item Numbers cover FedRAMP-authorized SaaS products. GWACs such as SEWP V and Alliant 2 also carry SaaS offerings from authorized providers. The FedRAMP Marketplace lists all currently authorized products, making it easier for agencies to identify compliant options.

Data residency and data rights are recurring issues in federal SaaS procurement. FAR 52.239-1 (Privacy or Security Safeguards) and agency-specific data handling clauses require providers to retain government data within U.S. borders, restrict employee access, and return or destroy data at contract end. Contractors who include SaaS components in their proposals must flow these requirements down to any SaaS subcontractors.

Why it matters for contractors

Contractors who integrate SaaS tools into their proposals, or who resell FedRAMP-authorized SaaS as part of a managed service, must verify authorization status on the FedRAMP Marketplace before including those tools. Proposing an unauthorized SaaS product in a technical approach creates a performance risk that can surface during contract execution when the agency's CIO office rejects the tool.

SaaS resellers and integrators face margin compression because agencies can often purchase directly from the GSA schedule. The value proposition for contractors lies in integration, customization within the SaaS provider's permitted configuration bounds, data migration, user training, and ongoing managed operations. Service Contract Act obligations may apply to the human labor components of a SaaS managed service contract even if the software itself is subscription-based.

A federal IT contractor proposes a cloud collaboration solution for a civilian agency's 5,000-person workforce. The proposal includes three FedRAMP-authorized SaaS products: an email and productivity suite, a project management tool, and a video conferencing platform.
