Navy Electronic Commerce Online (NECO)

Navy Electronic Commerce Online (NECO) is the U.S. Navy's procurement portal for posting contract solicitations, pre-solicitation notices, amendments, and award announcements. It serves as the Navy's dedicated supplement to SAM.gov, providing a centralized location for Navy-specific acquisition documents and giving contractors direct access to Navy contracting office postings.

What is Navy Electronic Commerce Online (NECO)?

NECO is operated by the Naval Supply Systems Command (NAVSUP) and covers acquisition activities across Navy commands, including the Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), Naval Facilities Engineering Systems Command (NAVFAC), and various fleet and installation contracting offices. The portal allows contracting officers to post the full solicitation package, including statements of work, drawings, data requirements, and wage determination attachments, in a format that contractors can download directly.

Like ASFI for the Army, NECO operates alongside the government-wide SAM.gov posting requirement rather than replacing it. Federal FAR Part 5 obligations still require formal synopsis and solicitation posting on SAM.gov, but NECO often carries the associated solicitation documents and serves as the download source for proposal packages. Some Navy solicitations reference NECO as the single source for obtaining the full solicitation, while SAM.gov carries only the synopsis and a link.

NECO also provides vendor registration features and email notification capabilities, allowing contractors to subscribe to alerts based on Navy command, commodity code, or product service code. The portal has been a part of Navy acquisition infrastructure for over two decades and continues to carry a high volume of Navy acquisition activity.

Why it matters for contractors

Contractors pursuing Navy work must monitor NECO in addition to SAM.gov because document availability often differs between the two platforms. A SAM.gov notice may state that the full solicitation package is only available through NECO, and a contractor that overlooks this instruction may submit a proposal based on an incomplete understanding of the requirements.

NECO's email notification system is particularly useful for firms tracking NAVFAC construction and facilities opportunities or NAVSEA shipbuilding and maintenance solicitations, which tend to follow tight amendment schedules. Receiving amendments promptly reduces the risk of submitting a proposal based on superseded requirements.

A marine engineering firm registers on NECO and sets up alerts for NAVSEA solicitations related to ship maintenance and repair. When NAVSEA posts a Request for Proposal for underwater hull maintenance at a Navy shipyard, the firm receives a NECO alert the same day, downloads the full solicitation package including technical drawings and performance work statement, and submits questions to the contracting officer within the stated question period, giving it a well-grounded proposal advantage.
