How GSA eBuy works:

Agency side (posting requirements):

  1. Contracting officer logs into eBuy with agency credentials
  2. Selects the relevant SIN (Special Item Number) for the requirement
  3. Posts a Request for Quote (RFQ) describing the requirement, evaluation criteria, and response deadline
  4. eBuy automatically notifies all GSA Schedule holders with the relevant SIN
  5. Responses are received through eBuy during the open period
  6. Contracting officer evaluates quotes and selects best value

Contractor side (responding to RFQs):

  1. Schedule holder receives email notification of new RFQs in their SINs
  2. Holder logs into eBuy to view the full RFQ details
  3. Holder prepares and submits a quote before the closing date
  4. If selected, a purchase order is issued referencing the eBuy RFQ number

eBuy also serves as the primary portal for many GWAC task order solicitations, particularly GWACs managed by GSA (STARS III, Polaris, OASIS+). Program offices post task order RFPs through eBuy, and GWAC holders in the relevant pool receive notifications and submit proposals through the platform.

eBuy provides automatic notification to ALL eligible holders in a SIN, ensuring the fair opportunity requirement is met by system design. A contracting officer who posts to eBuy and receives responses has documented compliance with fair opportunity without separately tracking which holders were notified.

Can contractors see who else has been notified or responded to an eBuy RFQ?


Contractors can see that a specific RFQ is posted and its details, but cannot see other vendors' responses. The contracting officer can see all responses. Some RFQs list the number of responses received after closing, but quote contents are not visible to competing vendors.

Is eBuy notification the only way agencies reach Schedule holders?


No. Agencies can also directly contact Schedule holders (emailing or calling known vendors), use GSA Advantage! to identify potential sources, or post to both eBuy and directly contact selected vendors. eBuy is the systematic approach, but it is not the only channel. Companies should supplement eBuy monitoring with direct agency relationship development so they are sometimes contacted outside the automated eBuy notification system.

What happens when an eBuy RFQ closes with no quotes?


If no quotes are received (or quotes received are non-responsive or non-competitive), the contracting officer may re-post the RFQ (with revised requirements or extended deadline), reach out to specific vendors directly, or consider alternative procurement approaches. Do GWAC task orders go through eBuy?
