What is Budgeted Cost of Work Performed (BCWP)?

BCWP, called Earned Value (EV) in PMI terminology, represents how much budget value the contractor has "earned" by completing work. It is not how much was spent; it is how much the completed work was worth according to the approved baseline budget. If a task was budgeted at $100,000 and it is 50 percent complete, the BCWP for that task is $50,000, regardless of how much was actually spent.

BCWP is calculated at the control account level using one of several earned value measurement techniques. The most common are: 0/100 (no credit until complete), 50/50 (50 percent credit at start, 50 percent at completion), Milestone Percent Complete (credit at defined milestone gates), Equivalent Units (for repetitive tasks), and Percent Complete (subjective judgment, discouraged on technical work).

BCWP is the numerator in both the Cost Performance Index (CPI = BCWP / ACWP) and the Schedule Performance Index (SPI = BCWP / BCWS). It is also used to calculate Cost Variance (BCWP minus ACWP) and Schedule Variance (BCWP minus BCWS).

Why BCWP matters for government contractors

BCWP is the objective measure of physical progress. It prevents the common problem of "spending is on plan but nothing is done." A program where actual costs equal BCWS looks healthy until you realize BCWP is far below both, indicating the program is simultaneously behind schedule and not yet overspent only because work has not been done. BCWP exposes this condition immediately.

Example

A contractor has spent $12M (ACWP) on a $20M contract. BCWS is $11M (planned to have spent $11M by now). If the contractor reports BCWP of $9M, the reality is clear: only $9M of work is complete despite spending $12M. CPI = 9/12 = 0.75 (25% over budget for work done) and SPI = 9/11 = 0.82 (18% behind schedule).

Objective techniques (0/100, 50/50, milestone percent complete, equivalent units) are more reliable than subjective percent complete estimates. The government prefers objective techniques, especially on technical work where completion criteria are verifiable.

Can BCWP exceed BCWS?


Yes. When BCWP exceeds BCWS, the program is ahead of schedule (positive Schedule Variance). This is desirable but must be sustainable; accelerated work often draws resources forward and creates risk in later periods.

Can BCWP decrease from one reporting period to the next?


Cumulative BCWP should never decrease; it can only stay flat (no new work completed) or increase. A decrease in cumulative BCWP indicates a data error or an unauthorized retroactive restatement of previously reported progress.
