AbilityOne Program

The AbilityOne Program is a federal procurement program established under the Javits-Wagner-O'Day Act (41 U.S.C. Chapter 85) that requires federal agencies to purchase designated products and services from nonprofit agencies employing people who are blind or have significant disabilities. It is one of the largest sources of employment in the United States for this population.

What is the AbilityOne Program?

AbilityOne is administered by the U.S. AbilityOne Commission, an independent federal agency. The Commission oversees two central nonprofit agencies, National Industries for the Blind (NIB) and SourceAmerica, which in turn support a national network of over 500 affiliated nonprofit organizations that actually manufacture products and deliver services.

The program works through a procurement list, a catalog of products and services that the Commission has designated as suitable for AbilityOne supply. Federal agencies are required by law to purchase items on the procurement list from the designated AbilityOne source rather than competing the requirement on the open market. This mandatory source requirement applies under FAR Subpart 8.7 and takes precedence over most other small business set-aside programs.

AbilityOne products include office supplies, janitorial products, food items, and specialized equipment. Services include facilities management, custodial services, mail room operations, administrative support, IT support, and logistics. Participating nonprofit agencies must ensure that at least 75 percent of the direct labor hours on each contract are performed by people who are blind or have significant disabilities.

Why it matters for contractors

For nonprofit organizations that employ a qualifying workforce, the AbilityOne Program provides a structured path into federal procurement with a mandatory purchase preference that reduces competitive pressure. Becoming an NIB or SourceAmerica affiliate and having a product or service added to the procurement list requires meeting strict certification and workforce composition requirements, but the payoff is a durable federal customer base.

For commercial government contractors, AbilityOne is primarily relevant as a mandatory source rule. When a required product or service is on the procurement list, a contracting officer cannot bypass the AbilityOne source simply because a commercial contractor offers a lower price or faster delivery. Understanding what is on the procurement list helps contractors avoid quoting into requirements where they have no legal standing to win.

A federal agency needs janitorial services for a large office building. The contracting officer checks the AbilityOne procurement list and finds that custodial services for facilities of this type are a designated AbilityOne service. Rather than issuing a competitive solicitation, the agency purchases the services directly from the designated AbilityOne nonprofit serving its region, a nonprofit organization that employs workers with significant disabilities for 75 percent or more of the required labor.
