Quick answer

Every government contract breaks work into numbered line items. Whether you're bidding an IT services contract or a highway construction project, the government doesn't just ask for a lump-sum price. It asks you to price each piece of work separately, line by line, in a format it specifies.

For IT and professional services, those line items are called CLINs, Contract Line Item Numbers. For construction and infrastructure, they're called BOQs, Bills of Quantities.

If you can't read these structures, you can't price a government contract. If you can't price accurately, you'll either lose the competition or win and lose money. Neither outcome is good.

This guide walks through both formats with real examples, explains the pricing mechanics, and covers the mistakes that cost contractors money.

What Are CLINs?

A CLIN, Contract Line Item Number, is a numbered line in a government contract that identifies a specific deliverable, service, or product along with its quantity, unit of measure, and price. CLINs are the building blocks of government contract pricing, required under FAR 4.1001.

Every government contract has CLINs. They appear in Section B of the contract (in the Uniform Contract Format used by most agencies), which is titled "Supplies or Services and Prices/Costs."

CLINs serve several purposes:

  • Accounting: Each CLIN gets its own accounting classification, allowing the government to track spending at a granular level.
  • Invoicing: You invoice against specific CLINs, not against the contract as a whole.
  • Funding: The government can fund CLINs independently. A multi-year contract might have the base year fully funded while option years remain unfunded.
  • Evaluation: In source selection, evaluators can compare your price to competitors at the CLIN level, not just the total price.

Anatomy of a CLIN

A typical CLIN includes:

Here's what the CLIN structure looks like for a typical IT support services contract. This is a realistic example based on common federal IT solicitations:

Notice several things:

  • Hours are based on Full-Time Equivalents (FTEs). 1,920 hours = one person working 40 hours/week for 48 weeks (accounting for holidays and leave). 3,840 hours = two FTEs. 5,760 hours = three FTEs.
  • Unit prices are fully burdened hourly rates. These aren't raw salaries. They include the employee's base pay, benefits (fringe), company overhead, general and administrative costs (G&A), and profit. We cover this in detail in our labor rates guide.
  • ODCs are separate CLINs. Other Direct Costs like travel and materials are broken out as their own line items, typically priced as a "Lot" (lump sum estimate).

Understanding Sub-CLINs

Complex contracts break CLINs into sub-CLINs for additional granularity. Sub-CLINs use a suffix after the four-digit CLIN number. The most common format is two letters (AA, AB, AC) or two numbers (01, 02, 03).

Sub-CLINs are used when the government needs to differentiate pricing within a labor category based on factors like:

  • Location (on-site vs. remote, CONUS vs. OCONUS)
  • Security clearance level (TS/SCI commands higher rates than Secret)
  • Task area (the same labor category applied to different work streams)
  • Funding source (different program offices funding different portions)

Option Year Escalation

Multi-year contracts include CLINs for each option year, and this is where escalation comes in. Your costs increase every year, salaries go up, benefits get more expensive, overhead adjusts. The government expects this, and your pricing should reflect it.

Here's what escalation looks like across a five-year contract for a single labor category:

The typical escalation rate for IT services contracts is 2.5% to 4% per year, depending on the labor market and the specific geographic area. The Bureau of Labor Statistics Employment Cost Index is the standard data source for justifying escalation rates.

Notice the CLIN numbering convention: the first digit often corresponds to the contract period (0 = base, 1 = option year 1, 2 = option year 2, etc.).

Critical mistake: Many first-time contractors use the same rates for all years. That means your option year 4 rate is the same as your base year rate, even though your costs have increased by 12-15%. You are effectively cutting your margin every year. Always escalate.


FFP vs. T&M CLINs in the Same Contract

Many contracts mix contract types within the same CLIN structure. You might see firm-fixed-price (FFP) CLINs for well-defined deliverables alongside time-and-materials (T&M) CLINs for variable-scope work. Understanding contract types is essential for accurate pricing.

Why this matters for pricing: FFP CLINs put the cost risk on you. If the help desk takes more hours than you estimated, you still get $316,800, not a penny more. T&M CLINs put less cost risk on you because you bill for actual hours worked, but the government controls the hours by issuing task orders.

When pricing FFP CLINs, you need to estimate the total labor hours internally and build in enough margin to cover risk. When pricing T&M CLINs, your rates need to be competitive because the government will compare them directly against other offerors' rates.


What Are BOQs?

Now let's shift to construction. A Bill of Quantities (BOQ) is the construction equivalent of a CLIN structure. It breaks a construction project into individual work items, each with a measured quantity, unit of measure, and unit price.

BOQs are used for government construction contracts governed by FAR Part 36 and are standard in both federal and state/local government construction procurement.

The key difference from IT CLINs: BOQ items are tied to physical quantities, cubic yards of excavation, tons of asphalt, linear feet of pipe, square feet of painting. You're pricing physical work, not labor hours.


A Real Highway Construction BOQ Example

Here's a realistic BOQ for a state highway reconstruction project:

How to Read Section B of an RFP

Whether you're looking at CLINs or BOQs, they appear in Section B of the solicitation document (for contracts using the Uniform Contract Format under FAR 14.201-1). Here's how to read Section B effectively:

Step 1: Identify the Contract Type for Each CLIN

Look for language that specifies whether each CLIN (or group of CLINs) is FFP, T&M, cost-plus, or another type. This determines your pricing risk.

Step 2: Understand the Units

Make sure you understand what unit the government is requesting. If the RFP says "1,920 hours" for a Program Manager, that's one FTE. If it says "12 months," the government is asking for a monthly rate, not an hourly rate. Getting the unit wrong invalidates your entire CLIN price.

Step 3: Check for Sub-CLINs and Options

Scan for sub-CLIN structures and option year CLINs. Count the total number of line items you need to price. Missing even one CLIN can make your proposal non-responsive, which means automatic disqualification.

Step 4: Read the Instructions

Section L (Instructions to Offerors) will tell you exactly how to fill out Section B. Some agencies want you to fill in a pricing spreadsheet. Others want you to replicate the format in your proposal. Follow the instructions precisely.

Step 5: Cross-Reference with the SOW/PWS

Compare the CLINs or BOQ items against the Statement of Work (SOW) or Performance Work Statement (PWS) in Section C. Every piece of work described in the SOW should map to a CLIN. If there's work in the SOW without a corresponding CLIN, ask the contracting officer for clarification during the Q&A period.


Common CLIN and BOQ Pricing Mistakes

These mistakes cost contractors contracts, or worse, win them contracts they'll lose money on.

1. Missing Line Items

The number one mistake: not pricing every CLIN or BOQ item. If the government lists 47 BOQ items and you only price 45, your bid is non-responsive. Seems obvious, but it happens constantly, especially on large construction BOQs with hundreds of items.

2. Wrong Units

Confusing cubic yards with cubic feet, hours with months, or square yards with square feet. A unit error multiplies through your entire price and either makes you wildly uncompetitive or wins you a money-losing contract.

3. Not Accounting for Escalation

As covered above, failing to escalate rates across option years erodes your margin. A 3% annual escalation compounds to nearly 13% over four option years. That's real money.

4. Unbalanced Pricing

"Unbalanced pricing" means loading profit into early CLINs and underpricing later CLINs (or vice versa). The government specifically looks for this under FAR 15.404-1(g) and can reject your proposal if your pricing is materially unbalanced.

5. Ignoring ODCs

Other Direct Costs, travel, materials, equipment, software licenses, are easy to underestimate. If the SOW requires on-site work at three locations, your travel CLIN needs to cover airfare, hotels, and per diem for all three. Use GSA per diem rates for accurate estimates.

6. Not Reading the Evaluation Criteria

Some solicitations evaluate on "lowest price technically acceptable" (LPTA), which means the lowest-priced technically acceptable proposal wins. Others use "best value," where the government weighs price against technical quality and past performance. Your pricing strategy should differ dramatically depending on the evaluation method.

7. Round-Number Pricing

Submitting round-number unit prices ($100.00, $200.00, $50.00) signals to evaluators that you estimated rather than calculated. Government price analysts know what detailed pricing looks like: $97.42, $213.18, $48.76. Your rates should reflect actual cost buildups, not rough guesses.

What happens if I underprice a BOQ item on a firm-fixed-price construction contract?

You eat the loss. On an FFP contract, the unit prices you propose are the prices you're paid, regardless of your actual costs. If you bid excavation at $8.00 per cubic yard but it costs you $14.00 per cubic yard, you lose $6.00 on every cubic yard. On 85,000 CY, that's a $510,000 loss on a single line item. This is why accurate quantity takeoffs and unit price calculations are critical. Always verify quantities against the project drawings and specifications before pricing.

Can the government change BOQ quantities after contract award?

Yes. Government construction contracts typically include clauses for changes and differing site conditions. If actual field quantities differ from the estimated BOQ quantities, the contract price is adjusted through a modification. However, unit prices generally remain fixed. If the government ordered 85,000 CY of excavation but field conditions only require 70,000 CY, you get paid for 70,000 CY at your bid unit price. What does ODC mean in a CLIN structure?
